The economics of a truck that does not come
Solid waste collection contracts in Kampala's denser parishes are structured around a route and a schedule. Both break down where roads are too narrow for a collection vehicle or where a settlement grew faster than the route was ever designed to serve. KCCA officials concede that unplanned settlements are the hardest and most expensive stretch of any collection contract, which is exactly why they are collected least reliably.
Private aggregators who buy sorted plastic for recycling say the material has real value once separated at source. And thata functioning collection route can pay for a portion of itself through resale, but only where households are close enough to a paid point to make sorting worth the effort.

NEMA has flagged single-use plastic packaging as a recurring blockage material in channel inspections. Enforcement of restrictions on the thinnest gauge bags has been uneven across divisions, with traders reporting inconsistent application at different market entrances.
The rains due later in the year are the test district engineers are bracing for: whether pre-season clearing this time reaches the informal settlements as well as the arterial channels that get photographed after every flood.
