After more than a decade of construction, delays and quality disputes, the 600 megawatt Karuma Hydropower Plant was formally commissioned by Uganda Electricity Generation Company Limited (UEGCL). The turbines are now feeding the national grid and, for the communities on either bank of the Nile, the site has finally stopped being a construction camp and started being infrastructure.
What has actually changed for households
Kiryandongo and Nwoya district officials describe three concrete gains: a new bridge across the Nile that has shortened the school run for children in the closest parishes, upgraded murram feeder roads maintained through the resettlement action plan. A rural electrification extension that has energised several trading centres that previously ran on generators.

The unfinished business
Fisher cooperatives working the reach below the dam still want a clearer, published flow schedule so they can plan safe launches. Resettled households continue to press for the final phase of promised social infrastructure. Both are legitimate follow-ups to a project that, on the grid side, has now delivered.

What the commissioning changes, and what it does not
Uganda Electricity Generation Company Limited has said Karuma's output will help retire some of the country's more expensive thermal generation contracts, a shift the Ministry of Energy argues should eventually feed through to lower wholesale tariffs. Even so,the timing of any pass-through to household bills is still under review by the Electricity Regulatory Authority. Analysts note that Uganda's grid has periodically run ahead of domestic demand in recent years. It has fuelled discussion of regional power exports to Kenya, Rwanda and South Sudan as a way to make full use of Karuma's capacity.
For the resettled households along the dam's footprint, the commissioning milestone matters less than the completion of the resettlement action plan's final social infrastructure phase, which district officials in Kiryandongo say is still partially outstanding more than a year after the turbines began generating.

The clearest thing to watch next is whether UEGCL publishes a closure report on the outstanding resettlement obligations. Whether fisher cooperatives below the dam finally get the published flow schedule they have been requesting since construction ended.
