Local content sounds like a compliance clause until a district tries to count it. The exercise matters because mining employment in eastern Uganda has historically been informal, seasonal and undocumented. A payroll is not only a wage; it is evidence.
What a licensed payroll looks like
On a formal concession, jobs fall into three bands: extraction and processing crews, technical and supervisory roles, and the support economy of catering, transport, security and maintenance. It is the third band that spreads income furthest into the parishes.
